The White Star Fleet (WSF)
The White Star Fleet is intended as a defensive alliance and information exchange. While we are not, and do not intend to be, an aggressive alliance toward other significant alliances, we can and will respond with force to attacks upon our members.
We encourage our members to learn more about the game (and will assist them in doing so), as well as encouraging them to execute low-risk raiding against vulnerable (inactive, independent, or members of small and/or distant alliances) neighbors in order to enhance their total resource income (in addition to mining and salvage operations, and possibly missions).
We also have a very active message forum, and routinely engage in trading, group attacks, group defends, moonshots, and sharing of vital information on potential raiding targets and potential threats.
Our alliance is named after the Anla-shok (Ranger) war fleet in the television series 'Babylon 5'.
Mission Statement
The White Star Fleet is a defensive alliance; however, not a pacifist one. We hold a policy of not initiating hostilities against those close enough and/or powerful enough to pose a threat to the alliance as a whole. However, when hostilities are initiated by our opponents, we can and will respond with force.
As such, members are encouraged to limit their raiding targets to inactives, independents, and members of small and/or distant alliances which are unlikely to wish to escalate the conflict.
However, in any situation where another player or alliance is already known to be hostile toward one or more WSF members, attacks and/or missile strikes are encouraged when appropriate and reasonable. This would mainly be in response to previous attacks and/or missile strikes.
The White Star Fleet is an active alliance. Any member found to be inactive is subject to expulsion. Previous members expelled under this rule are welcome to re-apply, should they return to active status. ALL inactive players, regardless of their alliance membership (if any), are considered acceptable targets for attack. This specifically DOES INCLUDE members of The White Star Fleet (those not yet expelled) and alliances with which we have diplomatic agreements.
The White Star Fleet allows its members to temporarily enter diplomacy or vacation modes as required; however, we strongly discourage members from remaining in these limited modes for prolonged periods of time.
White Star Fleet members are encouraged to work cooperatively with members of any alliance that we have an NAP with, as well as other members of our own alliance, or any other players in their area who are willing. This includes participating in trading, group attacks, group defends, and information exchanges, so long as such do not endanger members of other NAP alliances.
Governance
The White Star Fleet is ruled over by its Leader, with advisement from a group of officers known as the Grey Council. While full membership in the Grey Council is limited to nine, for historical reasons, any number of additional "Apprentice" positions may also be included.
Any issue of diplomacy or membership (the acceptance, denial, or cancellation of an NAP; beginning or end of a WAR; admission, promotion, demotion, or expulsion of a member; or mergers with other alliances) may be brought to a formal vote by the sole discretion and decision of the Leader, as an alternative to making such decision on their own authority. Depending on the import of the issue, voting privledges may be extended to full members of the Council, or to full members and apprentices alike. In the case of a formal vote, the Leader's vote shall only be counted if necessary to break a tie.
In cases where such decisions are not submitted to the Grey Council, the Leader does explicitly have the authority to act on his own initiative.
Issues not listed here are not within the authority of the Council.
On a case by case basis, full members of the Grey Council may also be granted limited ambassadorial powers, and powers to act on the Leader's behalf when the Leader is not available.
Unlike many other alliances, The White Star Fleet operates as a voluntary coalition of equals. We do not have a military command structure, and our leader and officers do not have the authority to issue orders (other than enforcing our diplomatic agreements). Each member is expected to do their best to respect the diplomatic position and purposes of The White Star Fleet, and is welcome to voluntarily leave if they find those purposes in conflict with their own.
Activity Areas
The White Star Fleet has divided the Universe into three regions for the purposes of administration.
Core Region: This represents Galaxies 1-35. At the present time, we do not have a significant concentration of members in this area, though there are a few scattered throughout.
Centre Region: This represents Galaxies 36-65. At the present time, we have a moderate number of members in this area, particularly in Galaxy 47 and other galaxies nearby. Most of the members in this area were already veterans when they joined us.
Rim Region: This represents Galaxies 66-100. At the present time, the majority of our members are in this area, particularly in Galaxies 83-92. Most of the members in this area were rookies when they joined us, although some joined as veterans or relocated from the Centre Region galaxies.
