Players with between 100 and 5,000 Resources Spent Points may only attack or be attacked by other players who have between 1/5th and 5 times their current Resources Spent Points. (For example, if you have 4,000 Resources Spent Points, only players with between 800 and 20,000 Resources Spent Points may attack you.)
