Newbie Protection in Starfleet prevents newer empires from being destroyed, but doesn't apply for any inactive players. The rules are as follows:
Players with less than 100 Resources Spent Points cannot attack or be attacked. Players with between 100 and 5,000 Resources Spent Points may only attack or be attacked by other players who have between 1/5th and 5 times their current Resources Spent Points. (For example, if you have 4,000 Resources Spent Points, only players with between 800 and 20,000 Resources Spent Points may attack you.) Players who are protected by this system are marked (n) on the Galaxy view to players who have much higher points, and they will see these more advanced players which they are protected from with an (N) marking.
Players with more than 5,000 Resources Spent Points may be attacked by anyone, unless the other player is protected by this system, or either player is in diplomacy (and not inactive), suspension, or vacation mode.
By the time a player achieves 5,000 Resources Spent Points, they need to know how to fleet save and resource save.
