A War is a formal agreement between alliances. When declared by the leader of one alliance, and accepted by another, war becomes official.
Once war is approved by both alliances bashing rules no longer apply between them.
Players who belong to an alliance in a War with your alliance are highlighted in red on the Galaxy screen.
To Start War Proceedings click on Alliance then Relations. Then you search for the Alliance you are looking for and select Declare War
