Whenever possible, policy decisions will be made through a process of discussion and a majority vote of any members wishing to vote on a given decision within a specified time frame. The intent of the Compact is to be as inclusive and welcome participation, but sometimes procedural time limits may have to be imposed to resolve policy issues effectively by the membership. Members are strongly encouraged to participate in any discussions and voting, but not required to do so.

Members with available forces are expected to join in this type of group strike, as this activity, not entered into lightly, makes the Rigellian Compact even more powerful as a deterrent. Our hope would be that if even half or two thirds of the members sent 1-5 or more ships on a group attack, we would quickly be able to garner a huge force by fighting together, side by side, with the forces we can send. Our lesser members can also help again by shipping resources for rebuilding to the Members who lose warships in these type of attacks.

Members are not prohibited, and actually are welcome (in the spirit of our Compact), to offer military or resource assistance to a member who gets embroiled in such a localized conflict. Use of the nuclear weapons against any member would likely rise to the level of invoking the Compact, regardless of which player initially began the conflict.

The 'Leader,' 'Council of Officers,' or 'Officers' of the Rigellian Compact are prohibited from declaring war on another alliance without the consent of the membership through a process as described in Article 4. Such a war declaration by the 'Leader' or 'Officers' would not be prohibited if some urgent circumstance is involved, but this Charter for the Rigellian Compact does not foresee any scenario that would necessitate the leadership taking such an action without consent of the membership even though this provision allows it.

Any member grossly violating the Compact, or the spirit of mutual defense and cooperation on which the Compact is formed, can be expelled by the Membership by using a similar discussion and voting process as described in Article 4. Only the 'Leader' or 'Officers' will be allowed to put a member up for expulsion, but the member will be allowed to write messages in their defense on the message board or contact other members to aid in defending being expelled. Expulsion would be done to a member after the voting type process in Article 4. Popularity of members would not be grounds for expulsion. Such grounds might include extreme profanity, racist or overtly offensive posts, attacks on fellow members, and behavior inappropriate enough to cast negative light on the Rigellian Compact or its membership. Generally, a member may expect a behavioral warning from an "Officer" if things are getting too out of control before an extreme step such as expulsion.

A member who attacks another member will likely be quickly expelled and suffer a retribution joint attack as discussed earlier. Some members may 'probe' other members to help them point out weaknesses in defense if the members involved are agreeable to this.
 
 
If members have disputes, the Compact hopes these can be settled in a spirit of goodwill and fairness between the aggrieved members themselves without group interference. If not, any member having a grievance against another member should bring this to an "Officer" to have the matter fairly discussed and a settlement arrived at in an equitable manner with input from all parties and any participating members. All members are free to leave the alliance as they see fit, without retribution or ill will, as long as the member leaving does not attack or espionage other members. There are enough enemies all around us without having to worry about our comrades in the Compact.
