The Lunar Dock can be constructed on your moon. Once constructed, a Lunar Dock will allow you to undeploy your Hephaestus Class Attack Platform so it orbits around a moon.
Starfleet Hired Guns (which has no moons) includes an identical building, the Space Dock, which can be built on the Alien Space Dock Territory.
Currently, building the Lunar Dock to a level beyond 1 does not increase the functionality of the Dock. It will just count for Resource Spent Points.
