Newbie Protection

Newbie Protection in Starfleet prevents newer empires from being destroyed. The rules are as follows:

1. Players with less than 5,000 Resources Spent (5 build points) cannot attack or be attacked by other players who have more than 5 times their Resources Spent.
2. Players under 100 Resources Spent cannot attack or be attacked.

By the time a player hits 5,000 Resources Spent, they should learn how to fleet save and resource save.
