Newbie Protection

Newbie Protection in Starfleet prevents newer empires from being destroyed, but doesn't apply for any inactive players. The rules are as follows:
- Players with less than 5.000.000 Resources Spent (5,000 Resources Spent Points [also known as Build Points]) cannot attack or be attacked by other players who have more than 5 times their Resources Spent.
- Players under 100.000 Resources Spent (i.e. 100 Resources Spent Points) cannot attack or be attacked.
By the time a player hits 5,000 Resources Spent Points, they should know how to fleet save and resource save.
NOTE: Resources Spent Points are not your ranking number on the Galaxy page. Click "Leaders" and "Resources Spent" to view your Resources Spent Points. Once you pass 5,000 Resources Spent Points you are attackable by anyone that is not in Newbie Protection from you.
