The Commonwealth of Independant Planets
The Commonwealth was created out of a underlying need for the planets in the universe to band together to support and collectively prosper as a democratic unit in the face of larger dictatorships and empires that control large portions of the universe. Comprised of many different worlds and species, the Commonwealth has member planets spread out through the universe, from the universal core to the outer galaxies. Admission to the Commonwealth is either by invitation or application.

Formal Constitution
Executive Branch:::: 1 leader. duly elected, by general majority
Title: Chancellor
Term limits: no limit to # of terms, 6 month limit per term. After 6 months then general election..
Leader prerequisites: must be from the officer/Sector commanders pool
Addressed as: Chancellor- Name - Homeworld
Duties include: Commander in Chief, Final Approval of all Treaties & Declaration of War. Approves or vetoes Bills passed in both councils.
- overrides to vetoes require 2/3rd majority in both councils.*
2 Council blocks: High Council, Officers only, Non-electable, Officers enter High Council upon election.
- -Debates, Edits, Approves/Vetoes Bills passed by the General Council
Voting ends 24 hours after initial posting. All officers must cast vote within time frame or voting closes & late votes are not counted.
- in the event of a tie vote, the Chancellor can cast the deciding vote(Deciding vote automatically approves bill)*

Member rights and duties:
- 1 vote per user. Every member has a seat in the General Council.
- All members can recruit, raid, & progress at their own pace. All raids are to be recorded in the Raid post on the alliance sticky, wins & losses.
- All members are REQUIRED to honor all treaties, found on the relations page of the alliance tab. All members involved in a large scale assault need to be in the chat room during the assault.
- If any member has a gripe, bring issue up in the General Council for discussion.
- If any member is attacked or attacks a member of a treatied alliance, Notify your Sector Commander Immediately so that the leaders of the treatied alliance can be notified &/or compensation given or taken.
- All members are Required to provide assistance to any treatied alliance that requests assistance, the Chancellor or Sector Commander will relay requests to all members.

All new recruits/members are approved by a Sector Commander or the Chancellor. All new recruits/members must disclose full fleet numbers and tech level info to their appropriate Sector Commander, for advice & the ability to maximize collective potential.
Judicial Branch::
All rules are subject to review by a legal Council of any 4 Sector commanders & the Chancellor.
Article #1 - CHANCELLOR ELECTION APPROVED/DENIED BY HIGH COUNCIL
Article #2 - the chancellor & Sector commanders are labeled officers in the game ranking. Lieutenants would then be either high ranking members of a sector, or the highest ranking member in a sector after the officer. The Council divisions would remain the same, but the Lieutenant rank would be next up for a Sector Commander(officer) spot if the Sector splits(population increase of members) or if the Lieutenant has a planet in a Sector that has no representation & is willing to relocate the homeworld status to that planet. Commander to be used as their handle regardless of whether they are section commander or not
Article #3 - the reason for the commonwealth is so all members have a voice, that's the reason for the 2 council structure.
The General Council is the all member (-officers) decision engine.
The High Council is the officers only approval/denial/editing of the bills passed in the General Council. Bills become "law"/rules with the approval (signing of) the Chancellor.
All vetoes can be overridden by a 2/3rds majority of the lower council. IE: a veto by the chancellor can be overridden by 2/3rds of the High Council & become "law". A veto of the High Council can be overridden by 2/3rds of the general council (sending bill directly to chancellor). However, a veto by both the chancellor & the High Council kills the bill, unless a unanimous vote passes it in the General Council.
- As with everything, there is 1 absolute in this, that lobbying & bribery is expressly forbidden & anyone caught doing so is kicked out & banned from the alliance.**
Article #4 – Diplomatic Corps are made up of 1 member per sector, elected by the sector & 2 members of the officers, elected by the officers.
All other subsequent articles may be put in as amendments. Amendments can be passed by a 2/3rds vote by the General Council & 2/3rd of the High Council.

Ceti Alpha XII
Ceti Alpha XII is the current Commonwealth capital, housing both the General Council and the High Council.
The Ceti Alphans are an ancient, space-faring humanoid species, first venturing out to colonize the neighboring planets in their star system 10,000 Universal Standard Years ago, using primitive jet and pulse drive technology. 2,000 years later, the Ceti Alphans developed their 1st functional warp drive. The Ceti Alphans, or C`tAph`is, in the native language, communicated to other spacefaring species peacefully for 5,000 years, spreading knowledge and peace to other civilizations after learning the Universal Standard Language in a relatively short time.(150 years)
The Ceti Alphans physiology is similar to standard humans with a few minor exceptions, such as a very slight blueish-grey skin tone, multiple eye colors other than brown, blue and green. The Ceti Alphans also have yellow, purple, orange, and silver eye colors in addition to the human standard brown, blue, and green. Their eyes are light sensitive due to their home planet being so far from their star. They also possess a slight vision range into the infrared spectrum. The Ceti Alphan body is on average 2.5 - 2.9 meters tall and have slender but very dense muscular tissue, as well as extremely dense bone structures due to the gravity on the Ceti Alpha home planet being 2.1 times that of Terra(earth). The Ceti Alphans also have many different hair colors other than human standard. Greens and blues are common in the equatorial island continents, and silver and purple are common in the polar mountain continents. They do also have the standard human red, orange, yellow, brown & black hair colors. The DNA and molecular structure of Ceti Alphans are approximately .125% different than that of standard humans, therefore inter-species breeding is possible & not unheard of due to the Ceti Alphans lack of xenophobia and acceptance of all other species in the Universe.
After the 1st assault by an malevolent empire 4,500 years ago almost demolished the C`tAph`i homeworld, the Ceti Alphans banded together with other allied worlds to form the Commonwealth of Independant Planets. The Commonwealth was slow in growth at first, due to lack of communication with many civilizations in the outer galaxies and sizable fleet strength to ferry ambassadors & cultural attache's to other like minded species, until the idea of a cohesive, unified democracy spread through the galaxies.
G80's
Krongworld
Far out in the G80's U find Krongworld, a young civilization with an purpose to spread democracy and wealth out in the entire universe. On their search and exploration of their SS they pretty soon found that life was not so rear as they thought, other civilizations where already established in their SS. Establishment of the two colonies Tellus and Krongmine gave Commander Harjawalder the necessary resources to expand further out in the galaxy. In two close neighbouring SS, the colonies, Oramine and Luramine was established to give the homeplanet Krongworld moore strenght to build up a triving Civilization.
The expansion was duely noted by one of the most prosperous Alliances in the universe. Sector Commander Caesar Romana for the G80's, of Commonwealth of Independent Planets took the initiative to make contact with Krongworld and their leaders. And after rounds of diplomacy, Krongworld decided to become a part of the COIP alliance. After all, there are strenght in numbers!!

This promotion gave Sector Comamnder Harjwalder the taste of success, he continues to reqruit new members, all around the universe for the alliance and it keeps growing.

- High Council*
1 Chancellor: Commander in Chief of all Commonwealth Forces
2 Sector Commander: Commands forces in a sector of the universe, usually a 10 galaxy sector. IE G40-49. If there are more than 25 members in a sector, then the sector is shared by a Sector Co-Commander. Reports directly to the Chancellor.
3 Sector Co-Commander: Commands 1/2 of a galaxy sector populated by more than 25 members. Reports directly to Sector Commanders & the Chancellor
4 Sector Lieutenant Commander: 2nd in command of a galaxy sector under the Sector Commander or Co-Commander. Appointed by a Sector Commander, the Sector Lieutenant Commander assists the Sector Commander with sector management.

5 Diplomatic Officer: Members of a specialized team dedicated to inter-alliance relations & treaties.
6 Captain:Extremely experienced member, usually ranked 19,999 - 1
7 1st Lieutenant: Very experienced member, usually ranked 34,999 - 20K
8 2nd Lieutenant: Experienced member, usually ranked 54,999 - 35K
9 Ensign: Established member, usually ranked 74,999 - 55K
