A transport mission is used to shuttle resources from one planet to another.
You can transport resources to anyone who's 'Resources Spent' rank is higher than your own. For example, a player ranked #2400 for Resources Spent can transport to a player ranked #2401 or higher but can not transport to any players ranked #2399 or better.
When a transport mission is sent, the ships will travel to the target planet, drop off all resources in their cargo, and then return to the world they were originally sent from.
