Could someone explain the production value equation?

It is given as "floor(30*X*(1.1*X))

First of all, WHAT is "floor" and secondly, when I punch in a level I get numbers that are way higher than the values in the chart.  For example level 20 is:

equals 19,800

the chart gives a value of 4036.  So, "Floor" would have to be < .25

Is level 40 the maximum level? or can you go higher? Either way I think this should be explicitly noted.
