Mines are your basic resource production units in Starfleet Commander. You start off by building them, and then they pay you a certain amount of resources per hour. You can get more resources by leveling them up, or by assigning workers to them.

Solar Plant

The power plant produces the electricity that powers your mines. Electricity in Starfleet Commander is persistent, you don't gain it hourly and you don't use it up to build things like you do other resources.
