Bashing

Bashing would be the term used if a single player attacked the same planet more than 6 times in a 24 hour period.

It is not considered bashing if the alliances each player belongs to are at war.

The game mechanics prevent bashing, and as such, is not actually possible to "bash" another player, as a seventh attack cannot be launched unless the above condition is met.

Espionage missions that are intercepted, resulting in all probes being destroyed, do not count toward the bashing limit. Even though the probe owner's Home screen and the person being probed do refer to this as an attack, it is not counted as an attack, as probes are incapable of raiding resources or destroying ships/defenses.

While this is a sensible rule when considering "active" members, preventing bully type repeat attacks, it does seem pointless if the planet under attack is owned by an inactive player. The inactive player clearly "does not care" if they get attacked, if they did they would not have gone inactive.
