Non-Aggression Pact (NAP):  From time to time, ANH will enter into a Non-Aggression Pact with other alliances.  This is to protect ANH players from alliances that are particularly strong in a certain area or areas.  A list of all alliances with a NAP will be held in a separate document.  Five (5) ANH members must request a NAP from the Diplomacy Department (Ambassadors), for ANH to research or look into a NAP.  This can be overriden by the leader if he/she deems it absolutely necessary to have a NAP with a specific alliance.

Mutual Aggression/Protection Pact(MAP):  On occasion, ANH will enter into a MAP with other alliances to strengthen  ourselves in a conflict against an alliance that may be stronger than us in a specific galaxy.  We also may enter into a MAP to protect a sister alliance or feeder alliance or an alliance that has mutual plans to take down another alliance that is causing our two alliances grief.

For help in a specific conflict and will end once the conflict is considered complete.  Single or multiple alliances may be named in the MAP.  However, if any 3rd parties not included in the MAP attack the MAP partner,  ANH will not be required to aid or protect them.  A MAP must be specific to the alliances in question.

For complete protection of a smaller alliance that we may be protecting for one reason or another.

MAP are considered as an extended NAP where both alliances will not attack each other and we will either defend, protect, or mutually attack with the signed alliance.

Attack rules - These rules are being implemented to keep the alliance from entering all out war against one or more alliances due to ignorance by one of our members.  If we are already at war with another alliance, then these restrictions do not apply to that alliance.  With this in mind, newer players are more restricted in their attacks than veterans and seasoned vets are even less restricted.  Even though restrictions are lessened for veterans, no veteran is allowed to break the rules of a NAP and will stand on their own if the attacked alliance retaliates.  One person picking a fight is not grounds for the entire alliance going to war.  It is the individual member's job to know what category they are in below:

Players ranked more than 3500 must abide by the following rules and can freely attack players that fall within these rules.  All attacks that do not abide by these rules require War Council approval. If you are unsure whether the player falls within these rules, DO NOT ATTACK!  If they are confusing, ask on the message boards for clarification.  These players can be attacked:

A player who is not a member of an alliance (on their own).

An active player who is a member of an alliance and the alliance meets ALL of the following requirements:

An inactive player who is part of a NAP alliance and the NAP clearly states that ANH can attack their inactive members.  Not all NAP's will state this, it will occur on a case-by-case basis by alliance.

An inactive player who is a member of an alliance and the alliance is not ranked in the top 100 in Alliance Average (not Overall Points).

A player in an alliance who has attacked an ANH member:  The attacked player (the single ANH member) may counter attack without War Council approval.  Prior to launching a counter attack, keep the original attack result message.  That way we can prove to the other alliance that this is a counter attack. If the attacker is significantly higher than the attacked ANH member, a group attack may be initiated against the attacker and any of the attackers accomplices (if it was a group attack).

The organization will be divided into three management groups.  Individuals in these groups will be maintained in a separate document and this document may contain changes or updates to the structure on a temporary basis.

Leader:  This position has a few tasks that can only be performed by the person holding this position. In addition to keeping the alliance together both morally and ethically, the leader must:

Control all aspects of the Relations Page. This involves accepting or denying alliances requesting a NAP or WAR.
 +
Promote Members to the rank of Officer.
 +
Receive PM's on behalf of the alliance.
 +
Executive Officers (XO's): These positions form the main leadership council and have specific functions they must perform unless they are elected as an Honorary XO (see section X). There are four (4) standard XO positions in the alliance -- Diplomacy, War, Membership, Records and Message Boards. Common duties of an XO include the following:

Vote on Charter updates

Vote on Leader changes (Replacements or Impeachments)
 +
Vote on starting or ending an Official Declaration of War.
 +
Can retain or promote officers to complete tasks specific to their duties.

Sector Admirals:  These Officers control a group of 5 or more galaxies and may promote 2 Officers to the rank of Lieutenant to help in the effort to support and protect their sector.

Sr. Officers:  These officers control a galaxy and can appoint 1-5 Jr. Officers to help support them in their effort to keep a galaxy protected.

The Organization will also utilize Jr. Officers to help support the effort to protect alliance members in specific galaxies.  Junior Officers will report to a Senior Officer, Admiral or XO based on the needs and necessity of the position.

War Council:  The war council votes on attack and War Related items.  Any resolution will pass with a 2/3's vote of approval from all council members voting.  Their responsibilities and persons involved are:

Vote to end a Declaration of War.

The War Council will be made up of the the following individuals:

Failure of any officer to uphold the duties of their office are grounds for removal from office.

Criteria for holding office.

A new leader must be elected by an 80% majority of all officers voting.  A minimum of 15 Officers must vote for a new leader within a 5-day period (sooner if necessity deems it to be quicker).

There are no limitations on the number of terms of office an individual may hold.

Special Positions:

Honorary XO: A leader stepping down on good terms can be put up for a vote to become an honorary XO.  This is an XO position with little or no responsibility other than to give advice to the current leadership.  This position must be voted in by the current XO leadership at 100% for those voting (3 votes minimum are necessary).  The spirit of this position is to recognize a good leader and rather than have them leave the alliance or disappear altogether, give them a meaningful position that will not create a lot of extra work for them, but it will keep them a part of the alliance.  These persons can take on a project to help fill a niche role if necessary and they choose to do so.

A New Hope was formed by our founder Thomen Nightshade primarily as a training ground for new players who did not qualify for entrance into the A Galaxy Far Far Away (StarWars) Alliance.  Initially, Thomen and StarWars had an unofficial NAP to allow ANH to grow and train it's individual members.  It was hoped by StarWars that these members would grow strong enough and eventually join the StarWars alliance.

With StarWars sending new recruits, a growing in reputation for being "newbie" friendly, a friendly leadership group, and plenty of "how-to's" showing up on the message boards, ANH shot up in both member count and ranking.  Within the first week, ANH grew to 100 members.  Within the second week, we broke in to the top 100 ranking for Alliances.  Within a month, we broke through the top 20 alliances and had a member count in the 400's.  ANH was growing wildly and was showing signs of strain from the large number of members.  This growth caused two major issues for the alliance: 1.) It was growing increasingly difficult to keep everyone on the same page -- the first round of newbies had wings of their own and wanted to use them, but our focus was on training and not empire building; and 2.) We had so many members,  StarWars felt they would rather have us as targets rather than allies.

Due to these issues, StarWars ended the relationship and cancelled the informal NAP with us.  Because of the change in relationship with StarWars and the overwhelming amount of work he was doing by himself, Thomen decided to return to StarWars and leave leadership to others who may have more time on their hands.  In the Interim, Andy Reyes took over as Leader.  However, it was apparent, with a member count growing into the 800's, that one person could not lead the entire alliance on their own.  It was decided to create a group of Executive Officers (XO's) to help the leader with specific tasks.  The XO positions formed were: Diplomacy, War, Welcoming Committee and Message Boards.  With Andy running into trouble trying to keep everything together and running the alliance, it was decided to relieve the strain of membership with quick votes to build the leadership team.  Kana became the new leader and XO of the Message Boards, Shale became XO of Diplomacy, John Archer became XO of War, Starboard became XO of the Welcoming Committee, and Andy Reyes was made an Honorary XO for keeping us together during this turmoil.

The alliance had a lot of turnover during this time and many members left to go on their own, to form new alliances, or to join StarWars.  We bear no ill will to these ex-alliance members.  They all had choices and made the best one for them.  They helped us get to where we are and can understand why they left in this period of turmoil.

With new leadership in place, ANH has expanded yet again.  Currently, we are ranked as the number 2 alliance behind StarWars and have a membership count of nearly 2000 members.  Our main concerns are: 1.) Helping players learn the game, 2.) Providing a stable structure that allows us to protect our members, 3.) Providing a structure to mobilize war efforts both locally (galaxy) and sector-wide (across a group of galaxies).

A new leader must be elected by an 80% majority of all officers voting. A minimum of 15 Officers must vote for a new leader within a 5-day period (sooner if necessity deems it to be quicker). There are no limitations on the number of terms of office an individual may hold. Special Positions: Honorary XO: A leader stepping down on good terms can be put up for a vote to become an honorary XO. This is an XO position with little or no responsibility other than to give advice to the current leadership. This position must be voted in by the current XO leadership at 100% for those voting (3 votes minimum are necessary). The spirit of this position is to recognize a good leader and rather than have them leave the alliance or disappear altogether, give them a meaningful position that will not create a lot of extra work for them, but it will keep them a part of the alliance. These persons can take on a project to help fill a niche role if necessary and they choose to do so. History A New Hope was formed by our founder Thomen Nightshade primarily as a training ground for new players who did not qualify for entrance into the A Galaxy Far Far Away (StarWars) Alliance. Initially, Thomen and StarWars had an unofficial NAP to allow ANH to grow and train it's individual members. It was hoped by StarWars that these members would grow strong enough and eventually join the StarWars alliance. With StarWars sending new recruits, a growing in reputation for being "newbie" friendly, a friendly leadership group, and plenty of "how-to's" showing up on the message boards, ANH shot up in both member count and ranking. Within the first week, ANH grew to 100 members. Within the second week, we broke in to the top 100 ranking for Alliances. Within a month, we broke through the top 20 alliances and had a member count in the 400's. ANH was growing wildly and was showing signs of strain from the large number of members. This growth caused two major issues for the alliance: 1.) It was growing increasingly difficult to keep everyone on the same page -- the first round of newbies had wings of their own and wanted to use them, but our focus was on training and not empire building; and 2.) We had so many members, StarWars felt they would rather have us as targets rather than allies. Due to these issues, StarWars ended the relationship and cancelled the informal NAP with us. Because of the change in relationship with StarWars and the overwhelming amount of work he was doing by himself, Thomen decided to return to StarWars and leave leadership to others who may have more time on their hands. In the Interim, Andy Reyes took over as Leader. However, it was apparent, with a member count growing into the 800's, that one person could not lead the entire alliance on their own. It was decided to create a group of Executive Officers (XO's) to help the leader with specific tasks. The XO positions formed were: Diplomacy, War, Welcoming Committee and Message Boards. With Andy running into trouble trying to keep everything together and running the alliance, it was decided to relieve the strain of membership with quick votes to build the leadership team. Kana became the new leader and XO of the Message Boards, Shale became XO of Diplomacy, John Archer became XO of War, Starboard became XO of the Welcoming Committee, and Andy Reyes was made an Honorary XO for keeping us together during this turmoil. The alliance had a lot of turnover during this time and many members left to go on their own, to form new alliances, or to join StarWars. We bear no ill will to these ex-alliance members. They all had choices and made the best one for them. They helped us get to where we are and can understand why they left in this period of turmoil. With new leadership in place, ANH has expanded yet again. Currently, we are ranked as the number 2 alliance behind StarWars and have a membership count of nearly 2000 members. Our main concerns are: 1.) Helping players learn the game, 2.) Providing a stable structure that allows us to protect our members, 3.) Providing a structure to mobilize war efforts both locally (galaxy) and sector-wide (across a group of galaxies). Who knows what the future brings.
