You can in fact launch from multiple planets, but keep in mind you need a level 4 silo just to build them, so you can't have 9 level 1s (unless you're a masochist who wants to build silos then tear them down three levels after making missiles). That said, a level 4 silo on each planet you have filled with IBMs and you could get through a level 18 silo filled to the brim with ABMs. Then, I'm assuming that you both start rebuilding, but you'll have 9 more IBMs when the defender might be lucky to have 3

Launching IBMs from multiple planets at the same time

Is it possible to launch IBMs from multiple planets against 1 target simultaneously?

Yes. So somebody with a several less developed planets can totally destroy a highly developed defense by launching multiple attacks with IBM's.

Additional Rewording Necessary

(this isn't a problem because that was the assumption, we weren't assuming all possibilities, the section was merely stating the lowest level ABM missile silo and what level missile silo containing IBMs it could defeat if it contained the MAX ABMs.)
