When I transport resources (say ore) from one planet to another, if the planets capacity for holding that much is exceeded by the transport, the ore is not lost, but rather the limit is exceeded and any mines on that planet simply stop producing. eg, planet B has a ore capacity of 150,000 and already has 50,000. I transport 125,000 to planet B from Planet A and now it is sitting with 175,000 when the cap for the planet is 150,000. The mine simply stops putting out but the overage is not lost.
