Counterespionage equation question
The espionage tech equation says "The number of defending ships in orbit around the planet. The higher the number, the more likely the counterespionage." Do Helios class ships count in the "number of defending ships"?

for some reason i have hermes, artemis,and atlasses but i still kant attack or espionage
