"The Lunar Base provides a base of operations for activities on the moon and provides the fields required to construct buildings." - In-game building description.
The Lunar Base is a building built on the moon to make it habitable. Since moons have no atmosphere of their own, all building fields must come from the Lunar Base.
Moons begin with 1 field only, which must always be used for a Lunar Base level 1. Each level of Lunar Base creates 3 additional fields, but occupies one, resulting in an overall gain of +2 available fields. The costs per level are as follows:

To build on the moon for the first time, send some resources to build the first level base, then click on the picture of the moon orbiting the planet to get to the build menu.
It is important to remember that building the lunar base requires an open building field, so if you have a level 1 Lunar Base, and a level two Capitol (for a total of 3 out of 4 available fields) your next building should be Lunar Base level 2. If you forget this and overbuild, you can use the teardown option on another structure and to free up a field.
The first level of Lunar Base has a build time of 24:00:00. Since it will always be the first building on a new moon, this cannot be modified.
